Do the above identifiers not exist yet? What precisely is the proposed change - to change existing IDs, or add new ones? Re-read. Please submit PR and run the change :)

It would be to add these identifiers. As best I can tell, they don't currently exist.
These identifiers should be added through either:
- modification of census_places.py
OR
- direct addition to country-us/us_territories.csv
