Right now the dev env uses SystemJS (as in the Angular 2 quick-start) and the production uses a separate build.

We want to:

1. remove the SystemJS dependency
2. have similar dev and production environments
3. Make it easier to add external libraries (e.g. D3 is not easily compatible with SystemJS)

Also

• Use angular-cli if possible
• Make sure that docker file is updated
• Make sure that the readme file is updated
• Make sure that the integration with budgetkey-ng-components works
• Deployment should not involve any tricks (just push to git)
• Setup should not involve any complicated steps (just clone the repo)

When running npm run dist-serve,

I get:

As a result, npm start doesn't run.

I'm running on Windows.
