I can't seem to reproduce that using the latest version of the code. Are you sure you have 0.1.4 or greater? This works for me:
provider :open_id, OpenID::Store::Filesystem.new('/tmp')
provider :open_id, OpenID::Store::Filesystem.new('/tmp'), :name => 'google', :identifier => 'https://www.google.com/accounts/o8/id'
