It is good to take a picture for static products, but it has worse performance for some high-speed things.

Some feasible solutions

Record a short period of video instead of taking just one picture to improve its performance.
Use a high-level algorithm to recognize the plate number.

Power bank cant provide a stable power supply

The problem is that as the Power bank is used, the current and voltage change a lot which can make Raspberry pi crash.
The recommended current of Raspberry pi 3B+ is about 2.5A. Because as the peripherals increase, the current should be higher, so it will beyond 2.1A. 2.5A is an ideal value.
Consider using a Lithium battery expansion model to support the normal function.
