The terraform workflow is triggering when tags are pushed, even if no updates to the specified paths were made. Update the workflow to only run on branch pushes.

Add appropriate labels to pull request based on commit prefixes and pull request title.

Commits should only bump prerelease versions. Create a workflow the runs when pull requests are merged to main that bumps to the next release version.

Commits should require title prefixes. This is similar but not exact to Conventional Commits. Valid prefixes include:

Add a workflow that triggers on new tags and creates a new release.

Update git hooks to prevent commiting directly to main

Add a check to verify that a changelog has been included with the PR and that it's latest entry matches the next version.
