This is the community effort to gather information about data sources and discuss their usability from Open Data perspective.

Background of the initiative

Estonian government agencies and local municipalities make datasets available in an open format – these are published in the government repository. https://opendata.riik.ee/et/data/search

In Estonian-Open-Data-Issue-Tracker repository, Open Knowledge Estonia is independently crowd-sourcing to learn about what kind of data people need to use and which open data should be available.

We believe that persons and organizations who use the data are in a strong position to advocate for more and higher quality open data. We have used Global Open Data Index as a model but we are adding categories that are not covered in Open Data Index. http://global.survey.okfn.org/

The Global Open Data Index tracks whether this data is actually released in a way that is accessible to citizens, media and civil society. OK-EE wants to give a crowdsourced input to the global survey of open data releases. Contributions are welcome!

National Laws - Open Data Index

This data category requires all national laws and statutes to be available online, although it is not a requirement that information on legislative behaviour e.g. voting records is available.

  • Content of the law / status

Water Quality - Open Data Index

Data, measured at the water source, on the quality of water is essential for both the delivery of services and the prevention of diseases. In order to satisfy the minimum requirements for this category, data should be available on level of the following chemicals by water source.

  • Fecal coliform
  • Arsenic
  • Fluoride levels
  • Nitrates
  • Total Dissolved Solids
  • Data per water source
  • Available for entire country

Land Ownership - Open Data Index

Data should include maps of lands with parcel layer that displays boundaries in addition to a land registry with information on registered parcels of land. The following characteristics must be included in cadastral and registry information submitted.

  • Tenure Type

Idea from Tartu hackathon:
Coordinates and specifics of crime This would predict future location or future crimes and visualize current crime levels.

Better explanation about licensing

Generally better communication about licensing needed.

City planning/city data

Idea from Tartu hackathon:
First two ideas for layers were parks and buildings. Using mobile positioning services, it can be determined which parks are actively in use and should be kept as parks and which ones are underused and therefore could either be used for buildings or repurposed, redeveloped. For the buildings layer, information there would have data about accessibility, energy efficiency, safety, overall price levels etc.

A database of postcodes/zipcodes and the corresponding spatial locations in terms of a latitude and a longitude (or similar coordinates in an openly published coordinate system). The data has to be available for the entire country.

Property/facility management data

Property/facility management data is currently very fragmented or even missing. Let's describe what we have and how to improve the availability of that data in an open format.

Create a system of labels and milestones for the entries

So we probably need labels for:

  • Themes/topics
  • Geographical areas (municipalities, at least bigger ones)
  • Progress with the issue (some indication about status)

What else? We can also create milestones to prioritize the issues according to some procedure, that we agree on.

Real Estate Sales

It would be beneficial if a dataset existed which was able to show the sale of real estate, the date, and the amount (or at least the amount in a range).

Track processing of legislative drafts within the parliament (Riigikogu)

Information system of the parliament does not enable the tracking of legislative drafts the same way that EIS (https://eelnoud.valitsus.ee/main) does. For instance, there is no open data available about the processing of legislative proposals submitted to the parliament by the people. All information regarding processing of such drafts in parliamentary committees is send by e-mail only to the contact person indicated int the said draft.

There is a solution being created by the IT department of the parliament, but as of right now, this issue is open and Hille Hinsberg suggested we add this issue regardless.

Accessible buildings

It would be good to see what buildings (to start with in Tallinn) are handicap accessible AKA: ramp access, elevator in building, etc... this would be useful for those who may have some sort of disability and are moving to Tallinn, but would otherwise not be able to tell if a given building would be usable for them.

Company Register - Open Data Index

List of registered (limited liability) companies. The submissions in this data category does not need to include detailed financial data such as balance sheet etc. To satisfy this category, the following minimum criteria must be met:

  • Name of company
  • Unique identifier of the company
  • Company address
  • Updated at least once a month

All tenders and awards of the national/federal government aggregated by office. Monitoring tenders can help new groups to participate in tenders and increase government compliance.

Government Spending - Open Data Index

Records of actual (past) national government spending at a detailed transactional level. A database of contracts awarded or similar will not be considered sufficient. This data category refers to detailed ongoing data on actual expenditure.

Pollutant Emissions - Open Data Index

Data about the daily mean concentration of air pollutants, especially those potentially harmful to human health. Data should be available for all air monitoring stations or air monitoring zones in a country.

  • Carbon monoxide (CO)

National Statistics

Key national statistics such as demographic and economic indicators (GDP, unemployment, population, etc). To satisfy this category, the following minimum criteria must be met:

GDP for the whole country updated at least quarterly
Unemployment statistics updated at least monthly
Population updated at least once a year

School Performance Data

A dataset which contained information regarding schools' performance would be beneficial to have.

National Map - Open Data Index

A geographical map of the country including national traffic routes, stretches of water, and markings of heights. The map must at least be provided at a scale of 1:250,000 (1 cm = 2.5km).

Career planning and employment

Idea from Tartu hackathon:

A career choice guide that would rely on long term projection of various industries' demand which would also help build relevant knowledge and plan education.

Public works/projects

A dataset which provided information on ongoing public works projects would be beneficial, this dataset should include: current projects, issued building permit, etc..

Pedestrian, bicyclists and carriders injuries and fatalities (in Cities).

  • Places
  • When happened, wheather conditions, day-night.
  • Description, what happened.
  • Descriprion, what are street parameters.
  • ...
    It is wery useful to know where, why and when accidents happen in traffic.
    When that kind of information is accessible, community organizations can make analytics and suggestions to Transportation Department. Or just pay attention, armed with data.

Public broadcaster (ERR) APIs

A bit of a pet peeve of mine is that the all the [meta]data produced daily by the public broadcaster (ERR) is not programmatically accessible. Or rather, it is in many cases, but hidden behind private, undocumented APIs. For example, Raadio 2 (likely analogous for other channels) has API endpoints to fetch air times for a particular programme or the schedule for a particular date. I have reverse engineered these for my purposes; when I enquired Raadio 2 about opening up / documenting the APIs, I got a terse response about these being for private use.

Basically, the means to fetch machine-readable data are already there, it would simply take some effort on ERR's part to document the APIs and maintain them so that they would be stable and usable for 3rd parties. This is where OK Estonia's lobby could help get things moving.

Example use case: a script to download shows from R2. Having open APIs and a welcoming culture for 3rd party developers would certainly create synergy here.
