It seems to be an issue with SDL and GLFW in general.
In Win32 the data seems to arrive via a WM_CHAR message so I am not sure what's causing it not to arrive with SDL or GLFW.

The way the feature works is: windows seems to inject messages into the app:
- it temporarily swap the clipboard data as expected by API.
- it sends Ctrl down, V down messages.
- it sends Ctrl up, V up messages.
- it presumably restore the clipboard.
I don't know why it doesn't work with SDL2 nor SDL3.
The issue may be better brought up to the SDL repository.
It actually seems to work with GLFW but not with older versions.
GLFW 3.2.0 doesn't work

Not exactly sure when it started working and I can't seem the information in GLFW changelog.

I have submitted an issue and potential fix to SDL:
libsdl-org/SDL#9613

My suggested patch was merged for both SDL2 and SDL3 branches, so next release should support it.
