Can't load bukkit-utils into latest CraftBukkit

It's me again! I got the newest version of this package (the one without deps on Permissions), and tried to plug it into Bukkit. I get:

Looks like a plugin.yml is required now where it previously wasn't? Anyway, just wanted to report it.
