Add a decorator that catches http errors returned from TideProviders

Hi there
First off - thanks very much for your efforts on this - much appreciated!

I downloaded the package from pypi but couldn't get it to work by following the docs over there. I should say that I'm a python newb so it could very well be something I'm doing wrong, but I couldn't get the library working with the docs over there as:

tides = Tides('admiralty')
tides.provider.get_tides(station="Leith")

But I could get it to work by using this:

import tides

TIDE_KEY="*api-key*"
STATION="Leith"

provider = tides.TideProvider.get_provider("admiralty", TIDE_KEY)
tidal_info = provider.get_tides(station = STATION)

Add some logging statements esp errors
