Can't get the 3DS option to show up

I downloaded the archive that was linked in this project. Thing is, I already have another installation, but for an older version (the version here is 2.0.1, while the one i got is 1.3.0). So I use NDI to install the megazarf file. But nothing appears asking for a license key, which means my project doesn't show the build for 3DS option.
The version I had is 5.6. This one is 2017.2.
For some reason video tutorials on how to set it up no longer exist. Help!

NDI.exe not opening

I downloaded the SDK from the link, and tried opening the NDI.exe file. But when I did, it just showed the Nintendo Developer Interface logo for a second before immediately closing itself. I previously wiped out from my PC anything related to Unity or Nintendo. Do I need the ARMCC license? What am I missing?

Can't use Circle Pad/C-Stick

Whenever I try to implement GamePad.CirclePad.x/y into my script, Unity throws an error saying "MissingMethodException"
This also happens when I try implementing the line "UnityEngine.N3DS.Keyboard.SetType(N3dsKeyboardType.Qwerty);" at Start()
WTF???
