Write the Reaction system transactions in `op-node`

In op-node:

rollup/derive
- reaction.go
  - Define the Reaction Deposit Transaction
- attributes.go
  - Add the reaction deposit transaction from reaction.go to the list of txs that will be executed

- Some Genesis based Reaction gas limit setup

Generate op-bindings for contracts

Configure chain to work with Reaction

In op-chain-ops:

- Set tick gas limit
- Set any global variables
  - owner
  - target
  - etc

- Add new contract names so they get predeployed
