Using different debug printouts I fined out that correct values get from esp8266 webpage to where we write that into as3935. So process of writing that into chip or read back is real issue.

WRITE_PERI_REG(SPI_CTRL2(HSPI), 2<<SPI_MOSI_DELAY_MODE_S);
fixed wrong writing to chip so read-back became correct as well.
might need some additional testing thou ...
