Names of bilingual municipality names not yet translated

The names of the bilingual municipalities still need to be translated. There are 2 options:

Names of municipalities occur twice: the names in both languages. (easy option)
Names of municipalities occur only once, based on the QGIS locale. (best option)

plugin approval

Please add missing metadata file. Plugin does not install successfully
