Use the default Python binary as a fallback if the Python executable variable is not defined in the Make context. A variable for executable has the advantage of giving the caller an option to specify which Python executable to use.

Use case: multiple Python instances

Proposed Solution: Add a conditional variable to refer to python executable.

I unfortunately don't have the required rights to create a branch to check-in the changes.
