handle API errors

Amazon's API can return error responses. A piece of the parsed XML response looks like this:

Make a convenient predicate for iterating errors (with code and message) and a semidet predicate for determining whether the response contains an error.

fixes to work with SWI v7.1.14

That version changed the way that uri_encoded/3 works. It now correctly escapes %. Our sign_request predicate has some code that assumes % will not be escaped. They're now being double-escaped which causes Amazon to fail the API request.

We'll probably have to construct our URL with format/3 rather than using quasiquotations in this case.
