how to restart dnsmasq service after I add a host like googlevideo.com or hulu.com?

which of the following files I should edit?

hi, I tried to deploy it on the cloud and use it as DNS server on my laptop, but it seems not resolving.

my public IP is 67.xxx.xxx.140

I check use host -a netflix.com seems it did respond correctly

but when I dig it dig @67.xxx.xxx.140 netflix.com
it seems not resolving correctly, and when I use it in the browser it still response Netflix for my country, not the US.

are you planning to add a support for whitelisting ip ?

current setup means whoever have the DNS IP can freely use it without having to be authorized first right?
