[charts/12factor] allow autoscaling on custom metrics

Right now, the 12factor chart allows HPA's to be scaled off their CPU and memory usage. Having support for custom metrics should make it easier for processes to be scaled based on other values such as queue length or query time.

charts/redis - critical error when using username and password

Looks like the rendered envoy configuration contains a tab when using a username and password in redis. This causes a critical error in envoy (which is a little annoying IMO) that causes the process to crash.

[charts/12factor] Support annotations on the service

I might need to revisit how the services are defined in order to expose this properly, but for the time being, it would be nice if there was a way to add annotations to a service so that it may be exposed via a load balancer. For example, external-dns will use annotations to automatically register load balancer addresses in your associated cloud provider.
