We want to have a pre-commit hook for things like linting and checking if everything is up to date

We don't want the visual noise of all the unnecessary files that are produced when creating a PDF. They're alread in .gitignore. Also, GitHub Actions should handle the PDF creation.

Want to have a lightweight container with the required things for building LaTeX files.
