HAVE_AVX512ICL not defined by our CMake, however is defined by Meson

When comparing this CMake build system with dav1d's original Meson build system on the same machine & OS, I've noticed the original Meson defines HAVE_AVX512ICL. However, this CMake script chooses not to define HAVE_AVX512ICL.

I don't have AVX512 hardware support on this machine. Therefore, could the difference be due to that Meson checks for compiler capability, while CMake checks for hardware capability?
