This is currently how Windows Admin Center functions, that is not a bug. We do have that feature in our backlog of work for the future. 😀

this is hugely inconvenient if you manage servers in more than one domain. Once, in distant past you could change credentials for a machine from fristdomain/domain_admin to seconddomain/domain_admin and the username was remembered between sessions (new sessions you only needed to reenter your password) now the user is always forgotten for all servers.
If this is a design feature it is a very poor design

worth mentioning that back in the early days, when a local install (rather than a gateway install) worked, the manage as user did persist. This made it easy to manage machines in more than one domain so this is really a regression
