What credentials are you using in the VSTS widget? Be aware that the credentials being asked are the VSTS alternate credentials (or VSTS personal access tokens), and not the Zendesk credentials.

i am using the VSTS credentials for my account on VSTS. It was working at
one time, although some of my users were not able to do this.

The issue is that i am getting prompted by the add on for the Zendesk
account.
The prompt for the zendesk account is coming when i am prompted and put in
the VSTS credentials. When I click on Login, i am getting that dialog pop
up.

Could you confirm that you are using the VSTS Alternate authentication credentials, and not the Microsoft account credentials (or the Work or School account credentials)
If you are already using the alternate credentials, could you check on the wire (using the browser developer tools) what error is being returned.
Instead of the Alternate credentials you cal also use a personal access token (this is the recommended way). You can manage personal access tokens here
