The intent is that the human player's attention is attracted, whenever the opponent has gone from "can't play mileage cards" to "can play mileage cards". That way, if the human has had a hazard or speed limit card they've been waiting around to play, they are reminded to play it rather than to pursue their own continued forward roll (particularly if they are trying to achieve a "shut out", without allowing the computer to score any miles)

But maybe skip the alert if the player has no hazard/limit cards in their hand?

If the deck has been exhausted, and there are no moves available to either player (other than discards), then end the game early - don't make the player uselessly discard until they're empty!
