Several users have requested support for newer versions of Python 3.9.13 and 3.10. Colab recently bumped to version 3.10, and version 3.11 came out in October 3.11 This is a request to try to upgrade to 3.11; if that fails then 3.10 is fine too.

This may require bumping and testing with newer versions of librosa/soundfile; otherwise, I don't see any significant issues with the update.

After running:
pip install oceansoundscape

I get:
ERROR: Ignored the following versions that require a different python version: 2.0.0 Requires-Python >=3.8,<=3.9
ERROR: Could not find a version that satisfies the requirement oceansoundscape (from versions: none)
ERROR: No matching distribution found for oceansoundscape

My python version is 3.9.13

Does it only work with lower versions of 3.9?
