Done in testing albeit sort of hackish ... Should use theme api thing.

that is, if a header does not have a caption, and a page request include a photo in the body, that photo's img alt will get used as the header text

weird but the workaround is to always include caption which we should do anyway

scripts/hc_scraper.py was a bad idea... Wrote htaccess during import with data_mig.php
