Introduce !cleanup command

It would be nice if Hans could clean behind himself.
On invoking !cleanup, Hans could delete all messages related to moving people or mentions/answers of Hans. This includes the message authors that invoked the bot.

Add moving of initiator for unreasonable !treppe params

Idea:
If anyone tries something unreasonable for !treppe (like invalid syntax, -5 or very large values), move this person to a silent room instead of the intended one.

Example:
If I ask Hans to move Someone to a silent room:
!treppe Someone 5000
Hans will instead move me for this silly request
