เรียน ในหลวงวชิราลงกรณ์

ขณะที่ท่านได้อ่านจดหมายฉบับนี้ ขอให้ท่านทราบว่า ราษฎรเรือนแสนเรือนล้านก็กำลังเขียนจดหมายถึงท่านเช่นกระผมตอนนี้ และนี่คือเสียงของพวกเราผู้เป็นเจ้าของประเทศอย่างแท้จริง

นับแต่ท่านได้ขึ้นครองราชย์ต่อจากในหลวงภูมิพล พวกเราเหล่าราษฎรได้ติดตามด้วยความหวังว่าสถาบันกษัตริย์ภายใต้การนำของท่านจะปรับตัวให้เข้ากับสังคมสมัยใหม่ ร่วมสร้างสังคมที่เคารพสิทธิเสรีภาพและความเท่าเทียม เป็นระบอบประชาธิปไตยที่มีกษัตริย์เป็นประมุขของรัฐภายใต้รัฐธรรมนูญอย่างแท้จริง สามารถเชิดหน้าชูตาตาต่อนานาอารยะประเทศ แต่การก็หาได้เป็นเช่นนั้นไม่ นับแต่ท่านได้ขึ้นครองราชย์ ท่านได้ก้าวล่วงและละเมิดต่อหลักการประชาธิปไตยที่อนุญาตให้มีกษัตริย์เป็นประมุขในหลายประการ เช่น การสั่งให้แก้รัฐธรรมนูญที่ผ่านประชามติแล้ว การแก้ไขกฎหมายเพื่อประโยชน์ส่วนตนของท่าน การรับเอาเงินภาษีของพวกเราไปใช้อย่างเกินความจำเป็น รวมทั้งความเคลือบแคลงต่อการละเมิดสิทธิของราษฎรในหลายกรณี ซึ่งการกระทำเช่นนี้นับว่าร้ายแรงอย่างยิ่งเพราะถือเป็นการขยายอำนาจจนเกินกว่าที่ระบอบอนุญาตให้ท่านทำได้ พวกเราเหล่าราษฎรเฝ้ามองปรากฏการณ์นี้มานานจนกระทั่งความไม่พอใจ ความคับแค้นใจได้ประทุขึ้นในห้วงเวลานี้ ดังที่ท่านคงทราบดี

พวกเราเหล่าราษฎรได้ร่วมกันชุมนุมหลายคราวเพื่อสื่อสารและส่งสาส์นไปยังท่าน ทั้งทางตรงและทางอ้อม เพื่อหวังให้ท่านปรับปรุงตนและกลับมาเป็นกษัตริย์ของพวกเราทุกคนตามที่ระบอบกำหนดไว้ แต่ท่านก็ไม่มีท่าทีที่จะปรับตนแต่อย่างใด ในทางตรงกันข้ามกลับพยายามแสดงออกถึงความไม่พอใจในความเคลื่อนไหวครั้งนี้ รวมทั้งพยายามแสดงออกให้พวกเรากลายเป็น “ราษฎรอื่น” ในสายตาท่านไปเสีย เช่น การยอมให้พลเอกประยุทธ์กับพวกอ้างท่านในการละเมิดต่อรัฐธรรมนูญ การส่งเสริมให้ท้ายแก่ราษฎรอีกฝ่ายให้คุกคามพวกเรา รวมทั้งการไม่แยแสต่อข้อเรียกร้องเกี่ยวกับการใช้อำนาจที่ไม่สอดคล้องกับ “ระบอบประชาธิปไตยอันมีพระมหากษัตริย์เป็นประมุข”

กระผมขอเรียนต่อท่านด้วยความเคารพและอย่างจริงใจว่า หากปล่อยให้สถานการณ์ความขัดแย้งนี้ล่วงเลยไปโดยไม่มีการแก้ไข สังคมนี้คงเดินสู่หายนะเป็นแน่ และที่สุดแล้วความเสียหายที่จะเกิดขึ้นคงเกินจะเยียวยา

แน่นอนว่าในการแสดงออกของราษฎรครั้งนี้ อาจมีการล่วงเกินท่านไปบ้างในหลายครา กระผมขอน้อมรับความผิดพลาดและโทษทัณฑ์ถ้าหากมี แต่อยากให้ท่านมองมันเป็นแค่กระพี้ เพราะแก่นของการแสดงออกของพวกเราในคราวนี้คือความหวังดีที่อยากให้บ้านเมืองเป็นอารยะ ราษฎรมีสิทธิเสรีภาพเสมอภาคกัน มุ่งหมายให้สถาบันกษัตริย์ได้ปรับตนอยู่ในระบอบอย่างสง่างามในสังคม ไม่ได้มุ่งหวังจะทำลายล้างแต่อย่างใด

กระผมทราบว่าท่านคงได้รับข้อมูลที่อาจมีคนเจตนาร้ายต่อพวกเราหรืออาจมุ่งหวังผลประโยชน์แอบอิงท่าน ใส่ร้ายพวกเราจนเกินจริง ให้ข้อมูลท่านเพียงด้านเดียว หรืออาจมีกระทั่งเสนอแนะให้ท่านกระทำการอย่างหนึ่งอย่างใดต่อพวกเรา กระผมขอให้ท่านระมัดระวังคนพวกนั้นไว้ พวกเขาไม่ได้มีเจตนาดีต่อท่าน หากแต่มุ่งหวังจะอ้างท่านมาทำร้ายพวกเราเท่านั้น กระผมขอให้ท่านได้เปิดใจ พูดคุยกับพวกเราเพื่อแก้วิกฤติครั้งนี้ไปด้วยกัน

“สัญญะแห่งความขัดแย้ง” ข้อแรกที่พวกเราเรียกร้องต่อรัฐคือ ให้เอาพลเอกประยุทธ์ จันทร์โอชา กับพวกออกไปจากอำนาจ หากปล่อยให้คนคนนี้และคณะบริหารประเทศต่อไปย่อมนำพาประเทศสู่วิกฤติจนยากจะเยียวยาและย่อมเป็นอุปสรรคต่อการแก้ไขปัญหาทั้งปวงที่กำลังเกิดขึ้น จากนั้นเราต้องการรัฐธรรมนูญใหม่ที่เป็นประชาธิปไตยและมีท่านอยู่ในรัฐธรรมนูญนั้นอย่างเหมาะสม และอยากเห็นท่านร่วมปฏิรูปสถาบันกษัตริย์ร่วมกับพวกเรา

ความจริงเหมือนยาขม อาจทำให้ท่านโกรธเคืองหรือไม่พอใจไปบ้าง แต่นี่คือสิ่งที่กระผมในฐานะราษฎรทำได้คือ “การพูดอย่างตรงไปตรงมา” ด้วยความเคารพต่อท่านและเคารพต่อตัวเอง

วันนี้จะมีการชุมนุมที่ถนนราชดำเนิน และมีจดหมายอีกหลายแสนหลายล้านฉบับส่งถึงท่าน หวังว่าท่านจะรับฟัง

Your Majesty King Vajiralongkorn,

As this letter is being brought to your attention, please be aware that millions of the people are writing to you just as I did. And this is the voice of the people who are the real owners of the country.

Since your ascension to the throne, succeeding King Bhumipol, we the people look forward to your attempt to bring Thailand’s monarchy on par with the modern world paving the way for a society in which rights and freedoms as well as equality are duly respected. We look forward to a genuine constitutional monarchy on par with international communities. On the contrary, since your coming to the throne, you have made transgressions and breaches of the democratic principles adopted in a constitutional monarchy. For example, you have ordered the revision of the Constitution which has already been adopted in a referendum. Laws have been amended to serve Your Majesty’s self-interest. The taxpayers' money has been used to lavish your lifestyle. This is yet to mention well founded speculation about your involvement in other infringements on the people’s rights. Most importantly, your powers have been expanded beyond the bound of the law and legitimacy. We the people have been witnessing this with much discontent and our grudges have thus exploded as you might be envisaging.

We the people have been gathered massively to send messages to Your Majesty, directly and indirectly. We hope you will change your behavior once and for all and become a King of all people. Unfortunately, there has not been any improvement on your side. On the contrary, you have expressed your dissatisfaction toward the demonstrations and attempted to make us feel we are not your people. For example, you have allowed General Prayut Chan-ocha and co to cite you as a reason to justify their putsch. Your have given tacit support to the people who harass us. And you have shown your total disregard of our demands to restore a genuine monarchy.

With my most sincere and humble respect, I would like to bring to your attention that the incumbent conflicts cannot be left unaddressed, otherwise it would be disastrous for our society and irreparable harm will ensue.

Of course, the people’s expression this time may cause an infringement on you to some extent. I personally am willing to take all responsibility and punishment as a result. But such infringement is rather frivolous since our move is essentially based on our good intention to have our country developed on par with more civilized nations where people are treated equally and bestowed with due rights and freedoms. We simply want to see a monarchy that gets adapted and reigns gracefully. We have no intention whatsoever to abolish anything.

I am certainly aware that Your Majesty might have been misinformed by people who want to smear us or people who simply want to seek their self-interest by taking side with you. Such one-sided information must have been fed to Your Majesty and suggestion has probably been made to urge you to sanction us. I simply want you to be mindful of these people. They harbor no goodwill toward Your Majesty. They simply want to destroy you. I hope Your Majesty will open your mind and reach out to dialogue with us to solve the crises together.

To resolve “the crux of this conflict”, we have therefore demanded the removal from office of General Prayut Chan-ocha and his co. The country will doom should we continue to let these people rule and no solution will be forthcoming. Next, a new and more democratic Constitution is needed to ensure your proper context as a constitutional monarch. We wish Your Majesty will join us in our attempt to reform the monarchy.

Truth is bitter and it may infuriate Your Majesty to some extent. But what I can do as a citizen is to say it straightforwardly with my due resect to Your Majesty and me.

Today, we the people will gather on the Ratchadamnoen Avenue and will send you hundreds of thousands or millions letters and hope they will catch your attention.
