Add support for the Falcom animation format ITV.

Desired operation is either same folder as CompileTools or same folder as target file (your choice).
Reproduced using application and CLI, latest version and previous version.

FLD and MLK should create a .index file to repack files

The index file is a list of paths in the following format
String size + String + Size + String + ...

This repo has gotten a whole 2 pull requests over the past 5 years since I last worked on it. I would normally be happy to just accept the PRs however I made this repo a long time ago when I wasn't aware of licensing. The lack of license also technically means no one can legally use this code (though probably not a big concern considering its romhacking)

As such I would like to add a license (likely MIT, but welcomed to give input) however I need explicit permission from all the current contributors. (Future contributions would automatically be under the license because of Github ToS)

@blacksmithgu @hollowaytape If you are alright with your contributions being licensed open source could you please reply to this issue giving your approval

Currently IT3 only unpacks into .itp files and several unprocessed part files. This should be changed to support all three files that are found in IT3: ITP, OBJ, and MTL. More information can be requested at the forums.
