Random disconnects occur during some value retrieval operations.

I work on project that is also called Congress (https://github.com/openstack/congress), and we would like to publish packages to PyPI.

From timestamps on PyPI and on here on github it looks like maybe you're not using the name "congress" anymore? If that is correct and you would be willing to transfer it, we would really appreciate that. My PyPI id is 'doughellmann', so just adding doughellmann as an owner on:

https://pypi.org/project/congress/

would let me do what we need in order to set up our own package publishing.

If you are using the name still, then no worries, we will work out a way to publish using a variation of the name.
