Clean up comments, unnecessary console outputs, formatting, unnecessary imports etc.

Check XSD schema set up: add ints as ints, floats as floats, minOccurs=”1”, partyCode as one of enums. Why are so many files invalid?

Arrange top level process. Should kick off Scheduler. Should have Results array to store results of FileProcessor.
Switch from Ivy to Maven
XSD: party code must be one of [PartyCode enums]
Keep an eye on 'OTH' generated Party Codes and consider adding more values to enum
