API server should be run on virtual machine

In the section "Seeding," instructions say to "Run a the development server with npm start in the Host environment." This contradicts instructions on Compass, which state to run the API server on the Vagrant VM. The latter setup works; the former does not.

Deployment to Heroku

Many students have had issues deploying to Heroku recently (myself included). Navigating to /api/days for example times out.

In the package.json file, the following should be added to fix this issue:

  "engines": {
    "node": "12.20.1"
  },

I found the solution from this thread:

Need to update the env. variables to instruct students to use development username + password

Installation process not working for ubuntu21.04

For the scheduler-api setup, students on ubuntu21.04 are likely to encounter this issue where they cannot get the node-postgres library / client to work with the database inside their vagrant VM (which I believe is ubuntu16). The workaround was to create the database on the host machine.

I can confirm the above^ based on my lengthy debugging process and the fact that I have 2 students having the identical issue.

It would be beneficial if we capture this as part of the scheduler-api setup instructions and/or provide alternative solutions (e.g. docker image). Let me know what you think. Thanks.
