Thanks for building this package! It would be really helpful if a license statement could be added so I know what I can / can't do with it.

Is there a way to express not equals to a particular version

In this list of example version comparisons, I can't find a not equals, but I'm using this to read Python semver stuff, and they really like to do not equals...

I'm trying to rewrite the Python Semver strings into ones compatible with this library, and I don't understand how to do that. I'm also new to Racket, so any obvious stuff is probably not obvious to me...

If the ability to create Semver objects was exported, then I would just use the Range stuff from Rebellion to piece things together, but I'm thinking that I can just use this library if I can create a not equals...

Any way I can do that?
