Using custom spotbugs reports

Hello,

Not really an issue more of a discussion but I didn't find other ways to contact you. First of all thank you for updating this action and adding the fail on violation option, it's truly appreciated.

To give you some context, we are building custom xml reports that are basically diff between two spotbugs reports and are trying to feed those reports into this action.
The problem we have is that using this action, even though it starts by saying that it found X violations, nothing gets pushed in the end, in some previous version of our diff tool we would have a few violations pushed but not all.

Here is an example of a diff file we have generated: final-report-spotbugs(2).zip
And the associated github action run

I guess our xml file is missing something but I have no idea what it is, do you have any clue ? When building the diff I basically took the most recent report and striped it down from all the BugInstance elements that were already in the oldest report but there may be some links somewhere I also need to update I guess.
