The current behavior of git-vendor leaves excess files that have been removed under the guise of "the developer knows what they need to do to sync changes"

This is not the case, and destructive actions are in theory - versioned in the repository history when going from VCS => VCS.

Make this an overrideable parameter, but enforce deletion by default.

Great tool! I am very impressed with how well it works, but I had a really hard time getting started and didn't know where to begin.

I had to activate a python virtual environment
git clone http://github.com/git-vendor.git
cd git-vendor
virtualenv /tmp/.venv/
source /tmp/.venv/bin/activate
pip install -e ./

That just got the git-vendor command installed. I also did not know the git-vendor commands.

cd $GIT_REPO_DIR
git-vendor init
git-vendor sync -d $BZR_DIR
