I'm fine with joelgallant/germinator, but if LC wants a namespace I'm also fine with that

I'd like to help improve Germinator - documentation and tooling wise.

• Upgrade all the dependencies and make the "upgrading" story a bit better (eg what version of Knex can I use?)
• Improve how custom Knex instances are dealt with - currently germinator's internal migrations will fail if I provide a Knex instance
• Add a germinator-cli, that's postgres aware. I badly wanted this for a project.
• Add a documentation site with examples, explanations, etc. Germinator deserves this, it has too many fields that are left unexplained. I think mdbook would work for this.

In general, I don't think any breaking changes are necessary (maybe internally and the Knex thing, and maybe some soft-deprecations). Would like to polish things off and release v1 - it's a tool I'd really like to use even in non-JS projects. Most seed tooling right now is raw-sql, one-time dumps, etc.

I think Launchcode had a couple internal tickets for stuff to do (like structural $ids - these are something I'd like to tackle as well).

Anyway, just putting it out there. I'd be happy to take over this repo as well, if LC doesn't have the manpower atm.
