Failure of installation of dependent libraries on unbuntu 18.10

Hello,

I'm currently struggling with a bug being caused when using your software. There's a certain file-rdtOutput.json-that isn't being generated automatically like it should be. We think it might be an issue with the installation of scipLibrary.so. Is it supposed to be in the /usr/local/bin or /lib path?

This isn't occurring with anybody else at NRECA, so it seems like it is probably an issue with my system. Do you have any idea what might be going on? Also, can you make sure to update the installation docs? There's nothing in the Ubuntu repo for libreadline6 or libreadline6-dev.

RDT - load lost output

This would simplify post-run analysis.

If this isn't possible inside GFM, it's something that could be done elsewhere (i.e. by comparing damaged lines from GFM to source circuit model).

RDT better command line interface usability

Couple requests:

  1. Error out and show correct usage on invalid arguments. I.e. I ran java -jar micot-rdt.jar -c input.json -o new_out.json, it ran with no warnings, but it should probably tell me -o is invalid and then list the valid ones (I was looking for -e).

  2. Add a -h flag that displays the command line usage.

  3. Update docs to clearly list all command line options. Right now they're in the wiki under the 2nd set (?) of Linux install instructions.

Convert to Julia

  1. Consider deprecating java implementation of RDT in favor of Julia implementation
    a. Determine if Julia binary builders are mature enough to build standalone binaries of RDT in linux, mac, and windows
    b. If a is true, create binaries of RDT that have exactly the same I/O and check if this works on NRECA platforms. If this requires more than a couple hours of NRECA time, scuttle idea for much later
    c. Implement Transportation model in PowerModels.jl and ThreePhasePowerModels.jl
    d. Implement linear outer approximation of quadratic constraints (will improve scalability)
    e. Make sure all RDT implementations in java are implemented in Julia
    f. Implement branch and price
    g. Implement scenario based decomposition
    h. Implement CommunicationModels.jl
    i. Consider building a direct input of glm files to lessen the burden on OMF to create two power flow models in LPNORM (one for gridlab d and one for RDT).
