There's 2 conditions for the payout logic:

• if no payouts exist, use the node's launch time as the start time
• if a payout does exist, use the most recent one as the start time

This fails to account for a scenario in which a user lets their operation expire and then funds it later. If they fund it 24 hours later, the node gets launched again, but existing payouts exist - the service will send a 24+ hour payout on next run time.
