Command line kernel scaling params don't apply to places
In ReadParams we check to see if config file has provided place specific kernel params.
If they have we use them without applying the kernel scaling params from the command line.
If they have not, we use the value of the global kernel param from the config file, but we do apply the scaling paramter.
This inconsistency seems like a bug...
