I'm admittedly pretty confused about what you're actually saying. You say you're having trouble finding a villager, but included a bunch of screenshots of Kalidus Channel, and you already have the only villager located in Kalidus (Eugen).

When you said "I'll bald the NPC I can't find", did you actually mean "I'll bold the glyph I can't find"? Is that why you bolded the line about Magnes?
If so, Magnes can be found in this big room, you passed right by the glyph statue:

As far as the "inaccessible area" you mention, there's just some enemies down there:
