[Labkey Saas] Issue 45194: simultaneous Docker container pairs

service team would like to be able to run more than one pair of labkey/postgres containers at a time. Currently, running 'docker-compose up' or 'make up' (same thing, in the end) will kill the existing pair and start a new one.
