I think that you are misunderstanding the timer value in this context. I do not think you should read the timer value when using the PWM feature.

The "timer value" meaning varies by the timer mode. For the PWM16 mode, the timer ticks up continuously to 2^16 -1 then resets to 0, then ticks up again, then resets, etc. It appears that the timer value read is whatever value the timer is at when the read command reaches the device, and that could realistically be any value from 0 to 2^16 -1. I do not think there is any situation where this information is useful. The value you write to the timer sets a new low to high transition point after the timer rolls over to 0 (a future PWM period after the update is registered). The value you write does not jump the timer value to whatever value you wrote.
