Emails must be sent (or a suggestion must be made to the administrator) when a candidate is approved or disapproved.

This can be done by a simple popup that asks (suggests) the admin to send an email. This can be the stopgap solution until the ability to send emails is perfected.

This will let us claim that we have met all objectives that we set out to meet

After the admin has uploaded the list of users and the file has been processed, it needs to be deleted (currently I have deleted it from the table, but the file iteself needs to be deleted as well)
