Why is this?

The current KiCad version (BZR5572) doesn't even support this! The text object cannot be selected in openGL mode & the result of editing it via the footprint is:

"This item has an illegal layer id. Now, forced on the front silk screen layer. Please, fix it"

It will be nice to see sizes in metric too, like this:
R_1206(3216m).

This applicable to other repos:
caps, inductors, ...

The 0603 resistors and 0603 capacitors have different sizes.

I'd propose to harmonize that. My propose is to adjust the Resistors to Capacitor footprint sizes, as capacitor footprint sizes seem to be more stable.

I'd volunteer to do that task, when time is available.

@savenlid brought to our attention that for small packages there is a recommendation to have the paste clearance non uniform around the copper pad.

Solution: removal of paste layer from main pad. Separate paste pad on top of the current copper pad. (paste pad without pin number as suggested in pull request KiCad/LEDs.pretty#39)
