Create a User-Guide
Expectation files are missing ',' between steps
Should also add tests to verify that multi-step programs produce valid (deserializable) JSON

Implement code coverage
Tests should fail unless they cover 100% of an application's LOC.
Add support for input properties
Add more detail to README
Sections that are missing:
- How filesystem paths work
- "Placeholder" files
- magic strings.
- How step outputs work
- Why path assertions aren't necessary in some cases.
- What happens when an output is missing.
- etc.
- How mock step output works.
- Note that executables must installed to the PATH, maybe specify how Fuchsia does this.
