I'm not sure what the problem is right now. I will have a look.
My advice is to switch to the devel branch for now. It is ready to be merged into master and we are just updating the documentation. I've been using the planner interface node in this branch, and it definitely works.
Take a look at the launch files in the (devel) rosplan_demos package to see an example for how to launch the node. Then, also use "rosnode info" to get details of the services and topics used by the node.
