  1. Catspeak has documentation, over here. https://www.katsaii.com/catspeak-lang/3.0.0/lib-init.html. But beyond that, you'll have to load and compile these files. (Using buffers here would help). If you need help with installing, download the latest release, import the yymps into GameMaker (tools -> import).

  2. Catspeak does not do any additional file work for you. It is merely a (badass) VM/Interperter. If you want a "mods" folder to be generated, you'll have to do that using GameMakers existing functions. Such as this!

What tabularelf said. To install Catspeak you should download this file and then drag-and-drop it into your GameMaker project.
