Build a basic website explaining purpose of code overall, any relevant other pieces of the project, and function documentation. Should be quick to build and easy to add to as the code expands.

The base files already exist in the documentation branch, currently the site is being built using Sphinx but this was an arbitrary choice and can be changed.

Currently the error handling for when the API returns no data is fairly jerry-rigged together. Primarily add_attribute() and retrieve_data() are affected, however build_df() which has to accept output from those functions is also affected.

This issue entails reworking the error handling into a cleaner, better system. No specific recommendations at this time.
