Error in `c = np.c_[v1, x]`

I would like to use this code to extract the envelope of speech.
But I got the error on line 106:

--> 106         c = np.c_[v1, x]
    107 

Moreover, I want to know what part of this code exactly doing; there is no clear comments here (line 103-106):

        # Comment for stero or not
        v1 = np.arange(float(i)/float(2))  # not stereo
        # v1    = np.arange(float (i))#/float(2)) #stereo
        c = np.c_[v1, x]

When the lookbackIndex is greater than the baseIndex...

In getEnvelope(),
If the lookbackIndex is greater than the baseIndex,
the max value will be calculated by referencing the tail of absoluateSignal array.

Is this intented?

If it's not intended, the code would need to be modified to look like this.

maximum = max (absoluteSignal [baseIndex - lookbackIndex], maximum)

[modified code]
maximum = max (absoluteSignal [max(baseIndex - lookbackIndex,0)], maximum)
