Couldn't find table `users` when I finish my installation.

Is there any step I lost?

Error performing query ' ALTER TABLE `settings`

Describe the bug
These errors occurs during initial installation.

Error performing query ' ALTER TABLE settings ADD PRIMARY KEY (id); ':
Error performing query 'ALTER TABLE settings MODIFY id int(10) UNSIGNED NOT NULL AUTO_INCREMENT, AUTO_INCREMENT=2; ':

I have checked the dump.sql does not contain any CREATE TABLE settings query. So, basically 'settings' table does not exist for altering.

To Reproduce
Steps to reproduce the behavior:

download the source code
Put the codes into htdocs directory
Edit .env file and add database info
Load the url

Expected behavior
VMS Should be install without any error.
