Basic race timer for track running races using OpenCV.

• Audio "On your marks, set, 'gun shot'"
• Option to start with just space bar and no audio
• Creates a new window with timer
• Records frames to an MP4 video (no audio) at 30 fps, saved to video folder
• Space bar for each finisher, creates a finish line photo
• Press "q" or "Esc" to close, "r" to restart without closing
• Place folder on Dropbox or other file sharing service to make accessible for data entry
• CSV file is available in each folder with finisher place and time
