[Chrome] Jittery positioning on sticky

I'll see if i can make a gfycat/webm to show what i mean. Upon element position switching to a fixed position from static, it jitters up and down will continuing to scroll with the mouse wheel.

[ALL] Can't remove scroll event function

Need to fix if somebody wanted to remove the sticky element dynamically on the current page. Currently, you can't remove the function in the scroll event because it's self contained and can't be referenced externally with window.removeEventListener().

Have an event listener when the element is sticky/unsticky

Currently you could just check the element to see if it's fixed/static with element.style.position == 'fixed', etc, but isn't very intuitive, functional, considering this is suppose to be a general library.

Will have to experiment with this and see what works.
